Sierra West provides financial, economic and management consulting services to clients in the public and private sectors. Our focus is on the energy, water and environment markets.
Sierra West was established in Vancouver, Canada in 1995. In 1996, we established an office in Bangkok, Thailand. Today, our primary base of operations is Bangkok. This gives us easy and cost effective access to the entire Asia - Pacific region.
With a direct and permanent presence in Asia for 15 years, we've gained an extensive knowledge of the region. This has given us a deep understanding of the key issues that determine project success in this region.

One of the greatest strengths that we can bring to a project is our comprehensive knowledge of the project appraisal procedures and requirements of the World Bank and Asian Development Bank.
We've undertaken over 50 projects for the World Bank and ADB so we understand exactly what these agencies need to make their projects successful.
Sierra West is a registered consulting firm with both World Bank and ADB.
Principal Consultants
Our Principal Consultants are Dan O'Hearn and Michelle R O'Hearn. With over 25 years of experience, they have successfully undertaken over 200 assignments in 23 countries in the following areas:
- Project design and appraisal
- Tariff design for electricity, water, wastewater and solid waste utilities
- Privatization and public-private partnerships
- Project management and supervision
- Financial management systems
Sierra West has been frequently engaged by both the World Bank and ADB in the design, appraisal and supervision of proposed and existing infrastructure projects.
