Representative Project Experience:

Power Sector Expansion - Samoa
Financial design and appraisal of $100 million expansion of electricity system.

Power Sector Improvements - Samoa
Financial assessment of Samoa's Electric Power Corporation (EPC), development of a financial model for projecting EPC performance, review of status of compliance with ADB loan covenants, and appraisal of proposed supplementary loan by ADB for the Power Sector Improvement Project.

Electric Power Corporation (EPC) - Samoa
Responsible for regularly monitoring financial performance and position of Samoa's national electricity provider (EPC). Determine tariff adjustment requirements, support EPC management in discussions with Government and Board concerning financial matters, prepare financial projections for EPC, and monitor covenant compliance.

Wastewater Management - Samoa
Financial re-appraisal and determination of tariff requirements for wastewater project in Apia, Samoa. This re-appraisal was undertaken in support of a proposed supplementary loan by ADB for the project.

Representative Project Experience:

Water Supply Expansion - Micronesia
Financial design and financial/economic evaluations of $13 million water supply rehabilitation and expansion in states of Chuuk, Kosrae, Pohnpei and Yap. Determination of water and wastewater tariffs for the 4 state owned utilities participating in the project.

Water Supply & Environmental Sanitation - Kiribati
Financial and economic appraisals of water, sewerage, solid waste management, and public sanitation project. After original project appraisal, supported ADB staff in undertaking a re-appraisal of the project.

Water Tariffs - Papua New Guinea
Determination of water tariff requirements for national water supply utility. Financial evaluation of proposed water supply project to serve 3 major towns - Madang, Lae and Rabaul.
